The Federal Ministry of Education is starting to a campaign to promote Open Educational Resources (OER) in the German educational system. The first step is to examine and mapping the conditions for the establishment of a digital infrastructure OER on the web. Education Minister Johanna Wanka explains: “Open Educational materials provide the opportunity to tap the innovative potential of digitization for teaching and learning. Digital media offer the opportunity to increase the quality and diversity in education.” Teaching and learning materials that are available in digital form, can be particularly easily disseminated and changed and just thereby contributing to improve the quality of education.
