The Netherlands had the highest share of internet users using online education, with 54% reporting having done so. Finland, Sweden, Spain, and Estonia also had high levels of online education usage, with 53%, 48%, 47%, and 45% of internet users using online courses or learning materials, respectively. At the other end of the scale, Romania had the lowest share of internet users using online education, with only 10% reporting having done so. Cyprus, Bulgaria, Greece, and Poland also had relatively low levels of online education usage, with 16%, 17%, 17%, and 18% of internet users using online courses or learning materials, respectively. The study also found that participation in online education increased in most EU countries in 2023, with the largest increases being seen in the Netherlands (+12 percentage points), Sweden (+7 percentage points), Malta, Estonia, and Croatia (+5 percentage points each). However, there were also some decreases in online education usage, with Greece (-12 percentage points), Cyprus (-5 percentage points), Austria, and Slovenia (-2 percentage points each) reporting the largest declines. These findings suggest that online education is becoming increasingly popular in the EU, and that this trend is likely to continue in the years to come. This is likely due to the convenience and flexibility of online education, as well as the increasing availability of high-quality online courses and learning materials. The study is part of Eurostat’s annual survey on the use of information and communication technologies (ICTs) in households and by individuals.
