The European publishers’ protests against different levels of VAT on printed books and ebooks could result in a VAT-exemption on ebooks, according a draft report on the VAT Action Plan. In the UK VAT on printed books are 0% and ebooks 20% at the moment, in Sweden printed 6% and ebooks 25%. Besides the administrative problems with VAT on digital products on the European Single Market, open societies like the EU member states should not have a direct tax on freedom of speech. So for both democratic and market efficiency reason the EU decision that has been postponed because of the terror attack in Brussels should end up in 0% VAT on digital books all over EU, to just give the member states more flexibility in setting the VAT-rate are not enough.
