In a general attempt to improve the VAT-rules for e-commerce the EU Commission is now working to make it possible for the member states to lower the VAT-level on digital books to the same as printed books. Commission spokeswoman commented that today printed books and newspapers can have a reduced VAT-rate, and: “The same rules exclude e-publications, meaning that these products must be taxed at the standard rate. Once agreed by all member states, the new set-up will allow – but not oblige – member states to align the rates on e-publications to those on printed publications.” Source: Independent.ie
